Promotion of civil servants: what the government decided for 2022

It’s simple, since the beginning of Emmanuel Macron’s five-year term in office, the benchmark point in the public service has not budged an inch. It is this figure (4.69 euros) that makes it possible to determine the monthly (gross) salary of a public servant. In 2022, the index point will not rise, but the minister wants to make a gesture to agents with lower salaries. The interview took place in BFMTV This Tuesday, July 6, Amelie de Montchalin announced an increase in salaries for category C civil servants from 40 to 100 euros per month for the three parties to the civil service (state, hospital and territory).

These are the 1.2 million civil servants with the lowest salaries as administrative agents, road managers or reception agents. This increase will be determined on the basis of seniority and will also relate to contract workers. The other classes, Class A and Class B, will not see their pay change.

Increasing the index point for all civil servants by 1% would have cost the state €2 billion. “For a smaller, but highly targeted envelope, I would be able to increase the purchasing power of agents closest to the minimum wage from €40 to €100 per month,” said Amélie de Montchalin. The Minister must now issue this declaration to the unions she will meet with which she must deal with many issues such as the harmonization of pay or equality between women and men.
